Violence against children entails all forms of against children 18 years and below. Perpetrators of child violence can either be parents, peers, romantic partners, strangers, or caregivers. Violence against children is becoming a significant global public health concern as well as a human rights development concern as cuts across socioeconomic class, culture, and status violence against children is highly prevalent globally (World Health Organization, 2019). Among significant reforms in the criminal justice system entail the reforms on violence against children that embrace equity and fairness. Violence against children results in injury in additional trauma to victims with a significant impact on their social relationships, education, and health. Further violence against children impact on their health and pose a host of long-term health effect: risk-taking behavior, sexually transmitted infections, drug and substance abuse, and alcohol addiction.
According to the WHO globally, over 1billion children between 12-17 years have experience of sexual, physical or emotional violence in the previous year economies (World Health Organization, 2014). Besides the Impact of Violence against Children Regional Report, 2017, states that Latin America has at least 68% of public attest to an increase in violence against children while 38% personally know a victim of child violence. Further, 87% agree that in the victims of violence, adult life, the impact of violence would still be eminent in their social relationship (World Health Organization, 2019). The reports further propagate that 89% attest that violence against children has both adverse effects on a child's education as well as health. With children being at risk at various locations such as homes, schools, public transportation, religious setting, and other public spaces, adequate measures should in place to mitigate the risk of exposure. With the WHO Agenda for Sustainable Development 2030 aiming to develop measures of ending abuse, trafficking, torture, exploitation as well as all forms of violence, this move seems to an attempt to reform and ensure equity and fairness to the indigent victims such as children economies (World Health Organization, 2014). This paper presents practical measures as well as reforms on child violence that can be valid in a global scale use.
As the impact of child violence does not only affect the victim but goes further to the community's, there is a need for the development of practical measures as well as reforms to mitigate violence against children. The global economic impact of child violence estimates over $ 7 trillion spend on child violence. The USA alone attributes an estimated 121.6 billion, which indicates the economic toll of child violence upon the global as well as national economies (World Health Organization, 2014). Several actors, as well as agencies such as the United Nations Office of Drugs AND Crime (UNODC), have developed implementation model strategies that prevention and response to violence against children. Through UNODC, practical measures, as well as reforms in crime prevention and criminal justice upon recognition as an international instrument. The United Nations Model Strategies and Practical Measures to eliminate violence against children promote children's rights caregiving as well as protection measures.
Through UNODC model strategies, agencies dealing with child violence attain reforms to effectively improve the criminal justice system in prohibiting, preventing as well as responding to all forms of violence against children (UNODC, 2019). This model offers a practical, comprehensive framework to assist governments in their review of national laws, practices, and procedures to respect children and the victims of violence fully. UNODC model has three main parts: general prevention and prohibition of children violence, the justice system prevention and response to violence against children, and lastly, capacity building in the criminal justice system response to violence against children (UNODC, 2019). The model constitutes 17 strategies and child protection reform areas offering protection from violence, practical measures reflecting evidence-based crime prevention, and child protection practices. UNODC model also presents handbooks that offer guidance and reasons for preferential reforms and standards with references as reports that enable a better understanding of the particular measures and best practices.
