The Philippines has had different e-government strategies that have enhanced its growth and partnership with other countries. For instance, the strategy of implementing the e-government adopted the whole government approach that supported the Philippines' development plan. Therefore, the strategy enhanced different contexts t and development across the country. The introduction of the e-government also had a significant impact on the reduction of corruption across the country. Therefore the process and strategies toward adopting the e-government have had a substantial effect on improving the ICT structure and ensuring the government develops the necessary framework for addressing social economic and political problems.

ICT was introduced to public administration services to facilitate the flow of information to the people. A broader context of the application of ICT was noted in integrating workflows and processes. This was conducted with the aim of managing data to engage public service delivery. Besides, it focused on enhancing communication channels for the engagement and empowerment of the people. Therefore the growth and maturity model of the e-government has been viewed from different perspectives. For instance, the UN has developed four stages for the maturity if the e-government. This includes emerging, enhanced transactional and networked forms of government. However other maturity models of the ICT have been proposed with different classifications of the services and roles of the government in delivering reliable systems to the community.

According to Krishnan et al. 2013, there is a growing role of the e-government in the reduction of corruption and environmental degradation of the nations and states. The study aimed at comparing such factors and the methods that the technology has applied in reduction of corruption across the south Asian countries. The study further indicates that the impact of the e-government has much to do with the maturity of a government in a country increased democratization transparency and reduction of the social divide. Besides economic performance has also been improved aligning with business competitiveness and environmental, and ecological quality.

The study, therefore, focused on three variables under which the e-government has had a significant impact. This was the corruption of economic prosperity and environmental degradation (Krisnam et al. 2013). The study, therefore, focused examines the effects of the government in the reduction of social-demographic factors, access to ICT and the internet and the attitudes if they government toward adoption of the e-government. Developing reliable systems of delivering services to the citizens was one of the significant challenges faced by the government it has significant issues linked to transparency and adequate information reaching the people. The introduction of the internet has transformed different context of government management mitigation of risks and identification of corruption cases across the leadership level. Without the efforts of the private sector, the public would have had significant problems in identifying major issues that influence the lives of people. Addressing transparency issues is one of the significant factors that contribute to countries developments. Therefore the state focused on providing the, required sources of information to both public service facilities and those that directly influence the management of the citizens.

On the other, hand Rana et al., 2013 argue that ICT adoption has contributed to the passage of integrated models that improve the performance of the government. The study, therefore, analyzed different cases and examined significant performed trends regarding service delivery and the reduction of corruption cases across the government of Singapore. It examined the cases of reduced access to public services and thus impacting negatively on economic growth. This was one of the significant factors that influenced the government toward developing reliable systems that facilitated the growth of different e-government models applied in the country. Innovation and diffusion of varying economic theories were one of significant findings that showed innovative contribution if the e-government. Technology acceptance models played a significant role in providing access to services and development of new programs that facilitated transparency across the country.

Elbahnasawy (2014) investigated the impact of the e-government on curbing with corruption. The results revealed e-government as one of the major tools that have contributed to the reduction of corruption. The process has worked by enhancement of telecommunication infrastructure and the scope of the quality on the online services. The service has been strengthened through internet adoption. Furthermore, the author notes that there is a significant effect between the e-government complements major anti-corruption programs.
