The Governing Board and administrators at St. Martha Medical Center are dedicated to providing efficient and quality patient care while observing high levels of professional and ethical conduct among its employees. To establish and maintain written code of conduct, compliance standards and procedures to be followed by its employees, agents, medical staff members and affiliates to reduce the prospect of criminal conduct. The administrators are also committed to complying with the state and federal regulations that affect the payment and delivery of healthcare services in addition to the laws that prohibit waste, fraud, and abuse of healthcare resources. As Aronovitz (2008) suggests, some of the benefits of developing a Compliance Program in a healthcare facility include enhancing the employees' awareness on state and federal compliance requirements and increasing the sharing of information between different departments among others. Thus, the primary objective of developing the Compliance Program is to create procedures and compliance standards that must be observed by St. Martha Medical Center's medical staff members, employees, affiliates, and agents to eliminate the risks of noncompliance.

For quite a long time some communities have been looked down upon by others due to the societal status which groups them under the less privileged. The reasons for the stereotype is due to the fact that these communities may lack educated members who can represent them in matters of national interest. As a result, these communities are left underdeveloped with poverty as their order of the day. They are basically turned into slaves who live by doing hard labor for the rich for them to put food on their tables. Apart from unemployment, these communities face discriminations in national resource allocations hence leaving them poor. For such communities, the universal health cover is like a dream which never comes to pass. As a matter of facts, these people are very poor and therefore accessing affordable health program may be hard.

For the purpose of this assignment, the community chosen is the Luo community residing in Kibera Slums in Nairobi Kenya. Kibera slum is a home to over 700000 people who reside in houses made from polythene bags. The slum has no water and very poor sanitation hence making life in the area to be very risky. Most of the residence there is the Luo community which has been disadvantaged since independence due to divisive tribal politics which has placed them in opposition wing for over 4 decades.

Advocacy goals

The goals for my advocacy for the above community are numerous and mainly revolve around equitable distribution of resources as provided in the constitution. From the bills of right, every person has a right to good health care, right to equitable distribution of public resources and the right to access the basic needs. It is, therefore, very wrong and unfair for the government to treat this community with discrimination just because their political leaders have ideological differences with the working government. A good government is one which ensures that her citizens are treated well regardless of the race, color or political divide. I would hence, appeal to the relevant authorities and aiding agencies to intervene and ensure that this community is treated with a lot of care, dignity and respect so that their living standards can be elevated like other ruling communities noted (Polydorou, 1992)

Stakeholders

The specific stakeholders for the community above include the non-governmental organization led by the United States Agency for International Development (USAID) and the government together with politicians. The fourth stakeholder which is very key is the community itself. The above stakeholders perform very vital roles which may not be performed by any other person. Their inputs can, therefore, make a very huge change to the positive hence impacting the lives of the community identified.

USAID is a US international agency which deals with poverty eradication in the sub-Saharan countries. Most of the people living in the sub-Saharan region are very poor and that is why this international organization have been operating in these counties together in the bid to raise their living standards.

The government of the Republic of Kenya

Absolute democracy is very difficult to achieve in any country. However, the existing government should not use their powers and authority to suppress the development of a given community.

The government should ensure that the national resources are equally shared within all the states in order to take good care of her citizens.

Similarly, the government should come up with a good health plan where those who earn more contribute highly to cater to the medical needs of the less paid. Through this method, the above-named community will rise and shine.

Residents

Residents provide key stakeholders of their own bad omen. The residents should give people, easy time to execute their constitutional mandates. For quite some time, this community has been alienated in the governmental development agenda since they resist such activities. For the living standards of the slum residents to be elevated, the dwellers must have goodwill to support these projects and international aids (Selendy, 2011)

History of public health of the community.

The public health history in the community above is very biased since it doesn't favor the community. The law requires that each individual whether employed or not should register with the national hospital insurance fund and acquire a card which can enable them to access medication anywhere at any place. However, the acquisition of this card has proved very hectic to this community due to the fact that the cards are recharged every month at a fee yet 90% of the residents here are not employed and hence raising the monthly contribution is not practical.

As a result of poverty, the residence in Kibera slums undergoes very complicated health conditions which are caused by unhygienic conditions, poor sanitation and lack of funds to treat some of these ailments. It has eventually led to high mortality rates, high rates of immorality and prostitution to make a living. In this situation, women and children especially the girls become the disadvantaged group since they are rapped and exposed to dangers of STI's and early pregnancy. From the records at the ministry of health, many cases of rape and child defilement are not reported due to fear of intimidation and this has led the victims to drop out of school hence deteriorating the level of education.

Interventions and strategies

In order to help this community, one of the intervention measures is to conduct a public education to create awareness in the residence. The campaigns should target at informing the residents about the importance of affordable health care through the use of health insurance cards. Similarly, the community should be enlightened about the importance of respecting women, a factor that has made several young girls drop out of school. They should be educated on the importance of educating women and respect for women. Above all, the community should be educated on their rights as provided in the constitution as stated by (In Brown & In Closser, 2016)

In fulfilling these interventions, one of the strategies required will include soliciting funds to take care of the same. It will thus call for the support of the government as well as human rights organizations to facilitate these operations. Similarly, some well-wishers would be required to chip in and pledge their support and some volunteers to take part in the campaigns.

Challenges

The greatest challenge likely to be encountered is the problem of getting enough funds to support the program. However, some non-governmental organizations are much willing to see the initiative get through. In case, we don't get enough funds, we would resort to seeking the services of the volunteers.

Conclusion

According to (Matlin & Kickbusch, 2016), the vicious circle of poverty is caused by lack of education which leads to ignorance and non-informed decisions. To fight this, we need to educate our members and let them understand the importance of somethings in life especially those who are less disadvantaged. All human beings are created equal before God and hence their dignity remains key and should be upheld always.
